Given the timing of his first piece on the subject, it may have been the height of the "deregulation is good" idea that had been building since Reagan was elected. It's funny how deregulation was a very conservative position from Reagan until the idea was discredited by the Great Recession, but now "Deregulate Zoning" is an uber liberal position. I suspect "outlaw zoning" really means, "We want cheaper housing!", and by some fluke it evolved into supply being the only villain.
